Tématem bakalářské práce je zhodnotit dopady účetní reformy na vybraný územně samosprávný celek (obec Mladějov na Moravě) a aplikovat dané legislativní kroky do účetních případů, účetních postupů a jejich následné zpracování do účetních zápisů. Teoretická část bakalářské práce seznamuje čtenáře s pojmem veřejný sektor a veřejné finance, obsahuje charakteristiku územně samosprávných celků a popisuje reformu účetnictví veřejných rozpočtů pro vybrané účetní jednotky. Praktická část práce je zaměřena na popis vybraného územně samosprávného celku, jeho základní znaky, postavení a činnosti. Tato část práce upozorňuje na některé nedořešené nebo zcela opomíjené účetní postupy a snaží se navrhnout taková řešení účetních postupů, která se opírají nejen o praktické zkušenosti s vedením účetnictví malé obce, ale i o konzultace s nadřízenými orgány a lektory z akreditovaných vzdělávacích institucí. |

The theme of this study is to assess the impact of financial reforms in a selected municipality (Mladějov na Moravě) and to apply the legislative changes to accounting transactions, accounting procedures and subsequent processing of the accounting records. The theoretical part introduces the reader into the concept of the public sector and public-sector finance, it involves characteristics of local governments and describes the accounting reform of public budgets for the selected entity. The practical part focuses on descriptions of selected municipality, its basic characteristics, its status and activities. This part highlights some of the accounting practices which are yet to be solved as well as those completely neglected. It aims to propose solutions to accounting practices based not only on practical experience of bookkeeping within a small community, but also on consulting with higher authorities and teachers from accredited educational institutions. |
