Tato práce se věnuje problematice hospodaření s majetkem obcí, konkrétně municipalitám, které bezprostředně čelí předlužení a platební neschopnosti. V teoretické části se věnuji obecným zásadám fungování a hospodaření obcí a dále pak obecnímu rozpočtu a procesu jeho tvorby a realizace. Praktická část je zaměřena na analýzu rozpočtů a hospodaření tří nejzadluženějších obcí v České republice, shrnutí důvodů zadlužení a nástin jeho řešení. |

The essey is devoted to problems of management of municipal property, to be specific to municipalities which imminently face the indebtedness and insolvency. Theoretical part is devoted to general principles of functions and economy of municipalities and than to muni-cipal budget and process of its creation and realization. Practical part is oriented on analy-zis of budgets and economy of the three municipalities which are in the biggest debts from all municipalities in the Czech Republic, analyzis of reasons of indebtedness and outline of its solution. |
