Diplomová práce se zabývá návrhem plánu ochrany obyvatelstva před mimořádnými událostmi, konkrétně před povodněmi. Cílem teoretické části je definovat legislativní rámec ochrany obyvatelstva, základní zásady ochrany obyvatelstva a ochranu obyvatelstva při mimořádných událostech. Z ní vyplývá část praktická, která se zaměřuje na analyzování současného stavu řešení ochrany obyvatelstva města Uherský Brod zaměřené na povodňový plán, dále pak návrh na zlepšení protipovodňových opatření. |

It dictates a practical part with a view to analyze the contemporary state of the civil protection in Uherský Brod, which is aimed at the flood plan and the project how to take better flood measures. |
