Cílem diplomové práce "Varování obyvatelstva v České republice" je identifikovat a analyzovat základní problémy v oblasti varování obyvatelstva a navrhnout nové způsoby varování obyvatelstva, založené na využití moderních komunikačních technologií. V teoretické části je vymezena problematika ochrany obyvatelstva, varování obyvatelstva a jednotného systému varování a informování, který je v současnosti považován za základní způsob provedení varování obyvatelstva. V praktické části je zhodnoceno pokrytí Zlínského kraje koncovými prvky varování, analyzován současný stav technického řešení jednotného systému varování a informování, popsány výsledky dotazníkového šetření. Šetření bylo zaměřeno na zjištění znalostí obyvatelstva v oblasti varování. Následně byly vytvořeny návrhy a doporučení ke zlepšení současného stavu informovanosti obyvatelstva v dané problematice. |

The diploma thesis "Emergency Population Warning in Czech Republic" aims to identify and analyze basic problems in the field of warning the population and to propose new ways of warning the population based on the use of modern communication technologies. The theoretical part defines an issue of population protection, warning and a common alert, which is currently considered as a basic way of warning the population. The practical part evaluates coverage of the final alert devices in the Region of Zlin. An analysis was also carried out to determinate the current condition of Integrated Emergency Alert and Information System's technical solution. The result of the questionnaire survey was described. The survey was focused on discovering the level of knowledge that population has in the field of emergency warning. Subsequently, suggestions and recommendations were proposed in order to improve the current state of the population's awareness of the specific issue. |
