Diplomová práce se zabývá projektem financování vybrané investiční akce v obci Nový Hrozenkov. Cílem je zhodnocení hospodaření obce, na jehož základě jsou navrženy různé možnosti získání potřebných prostředků pro danou investiční akci. V teoretické části jsou charakterizovány územní samosprávné celky, zvláště pak obce, jejich hospodaření s majetkem a rozpočty. Dále se teoretická část zabývá možnostmi financování rozvojových aktivit obcí, finanční analýzou zaměřenou na specifika veřejného sektoru, základními charakteristikami projektu a také cost-benefit analýzou. V úvodu praktické části je popsána obec Nový Hrozenkov a je provedena analýza jejího hospodaření a finančního řízení na základě poznatků z teoretické části. Dále je specifikován vybraný investiční projekt obce, navrženy možnosti jeho financování dle výsledků provedených analýz a doporučena nejvhodnější varianta. Pro projekt je zpracována také cost-benefit analýza a na závěr jsou vymezeny návrhy a doporučení týkající se financování vybrané investiční akce městyse Nový Hrozenkov. |

The diploma thesis deals with the financing of selected investment action in the municipality Nový Hrozenkov. The aim is to assess the economy of the municipality, and then propose various options for gaining the necessary funds for the investment project. The theoretical part characterizes the territorial self-governing units, especially municipalities and their property administration and budgets. Furthermore, the theoretical part deals with the possibilities of municipalities to finance development projects, financial analysis focused on the specifics of the public sector, the basic characteristics of the project and cost-benefit analysis. At the beginning of the practical part, the municipality Nový Hrozenkov is described. On the basis of knowledge from the theoretical part, the analysis of its economy and financial management is carried out. Subsequently, the selected investment project of municipality is specified, the possibilities of financing are proposed and the most suitable option of financing is recommended. Also the cost-benefit analysis for the project is prepared. Finally the proposals and recommendations concerning the financing of selected investment action in the municipality Nový Hrozenkov are defined. |
