dc.description.abstract	Diplomová práce se zabývá eliminací dopadů blackoutu při plnění úkolů integrovaného záchranného systému na ochranu obyvatelstva. Cílem této práce je odhalit patřičné nedostatky a následně podat návrhy opatření, která by vedla ke zlepšení současného stavu. Práce je rozdělena do dvou částí. První část, teoretická, popisuje základní pojmy v oblasti energetiky a integrovaného záchranného systému v České republice. Druhá část práce, praktická, popisuje současný stav složek integrovaného záchranného systému. V této části je použita SWOT analýza na proběhlé taktické cvičení a metoda What - If pro identifikaci možných rizik s následným návrhem opatření. Pro komplexní výzkum jsou na začátku práce stanoveny hypotézy, které jsou ke konci práce vyhodnoceny. Na základě provedených analýz jsou v závěru této práce formulovány návrhy ke zlepšení současného stavu.

dc.description.abstract-translated	The diploma thesis deals with the elimination of the effects of a blackout when performing the tasks of the integrated rescue system for the protection of the population. The aim of this work is to reveal the relevant shortcomings and subsequently submit proposals for measures that would lead to an improvement of the current situation. The work is divided into two parts. The first part, theoretical, describes basic concepts in the field of energy and the integrated rescue system in the Czech Republic. The second part of the work, practical, describes the current state of the components of the integrated rescue system. In this part, a SWOT analysis of the tactical exercise and the What-If method are used to identify possible risks with a subsequent proposal of measures. For complex research, hypotheses are established at the beginning of the work, which are evaluated at the end of the work. Based on the analyzes carried out, proposals to improve the current situation are formulated at the end of this thesis.
